关于资源枯竭城市转型的思考

摘要：如何进行产业结构调整，实现城市转型，是资源枯竭城市面临的重要任务。本文以枣庄市为例分析了资源枯竭城市转型的相关问题及枣庄实现城市转型的具体措施。希望枣庄能为国家老工业基地和资源枯竭城市的转型率先探索出一条成功的路子。

——Take Zaozhuang city in transformation as an example

Abstract: How to carry out industrial restructuring and urban transformation, is an important task for resource-exhausted cities. We take Zaozhuang City as an example to analyze problems of resource-exhausted cities in transformation and measures of transformation of Zaozhuang.We hope that Zaozhuang will become a successful model in the process of transformation.

2009年3月5日，国家发改委公布了第二批32个资源枯竭城市名单，山东省枣庄市作为东部地区唯一的试点城市名列其中。由此，枣庄的城市转型上升为国家战略。也让我们将更多的注意力集中到了这个曾经是华东地区最大煤炭产地的鲁南煤城。

一、资源枯竭城市的现状

我国共有资源型城市118个，约占全国城市的18%，总人口约1.54亿，其中有44个被列为了资源枯竭城市。资源型城市经济结构较为单一，对资源的依赖性较强，且经济部门普遍有着高耗能，高排放，低产出的特点。在提倡节能减排和促进经济可持续发展的大环境下，资源型城市势必要在转方式调结构上下大功夫。而对于资源枯竭城市来说，形势则更为严峻。随着矿产资源的枯竭，传统产业逐渐衰退，城市竞争力不断下降，数以万计的工人面临失业。这不仅会阻碍一个城市经济的发展，同时也会对当地的社会和谐稳定构成严重威胁。
